Announcement of the National Financial Regulatory Administration, People’s
Bank of China and China Securities Regulatory Commission on Arrangements
for Financial Consumer Rights and Interests Protection (2024/6/28)
To implement the adjustments to the responsibilities for the protection of the
rights and interests of financial consumers under the Program for Reform of Party and
State Institutions, the following arrangements for relevant work on financial consumer
rights and interests protection are hereby announced:
1. The National Financial Regulatory Administration (NFRA) is responsible for
coordinating the work of protecting financial consumer rights and interests,
formulating related development plans and policy systems, improving the institutional
protection mechanisms for financial consumer rights and interests, and developing
financial consumer education. NFRA has established a coordination mechanism with
the People’s Bank of China (PBC) and the China Securities Regulatory Commission
(CSRC) to enhance information sharing and business cooperation.
2. Responsibilities for receiving and handling complaints and feedback from
financial consumers are adjusted as follows: NFRA shall uniformly accept and
forward complaints from financial consumers regarding banking financial institutions
(including trust companies, consumer finance companies, and other non-bank
financial institutions) and insurance institutions. PBC shall accept and forward
complaints from financial consumers regarding non-bank payment institutions and
credit reporting agencies. CSRC shall accept and forward complaints from financial
consumers regarding the securities, futures, and fund industries.
3. Public complaints and reports from financial consumers and investors are
received and handled by NFRA, PBC, and CSRC according to their respective
statutory duties and regulatory authorities.
4. Financial institutions shall earnestly implement their main responsibilities for
the protection of financial consumer rights and interests, fully respect and consciously
