14. 日本與新加坡續簽雙邊互換協(xié)議(2024 年 5 月 21 日)
日本銀行(The Bank of Japan)作為日本財務(wù)大臣的代理人,與新加坡金融
管理局(MAS)續簽了兩國現有的雙邊互換交易安排(Bilateral Swap Arrangement,
BSA)。
雙邊互換交易安排使日本和新加坡當局在需要時(shí)彼此能夠將本國的貨幣換
取對方持有的美元,并能使新加坡以新加坡元換取日元。
雙邊互換交易安排的規模保持不變,即新加坡可以用新加坡元從日本兌換最
多 30 億美元或等值的日元,日本可以用日元從新加坡兌換最多 10 億美元。
續簽后的雙邊互換交易安排納入了修訂的內容,與近期多邊清邁倡議
(Chiang Mai Initiative Multilateralisation, CMIM)的修訂保持一致。
日本和新加坡重申其將致力于深化雙邊金融合作,并表示續簽雙邊互換交易
安排將有助于加強兩國的金融穩定性。
Renewal of Bilateral Swap Arrangement between Japan and Singapore

The Bank of Japan, acting as agent for the Minister of Finance of Japan, and the
Monetary Authority of Singapore renewed the existing Bilateral Swap Arrangement
(BSA) between the two countries.
The BSA enables the authorities in Japan and Singapore to swap their local
currencies in exchange for the US dollar from each other, and for Singapore to swap
Singapore dollars in exchange for Japanese yen, in times of need.
The size of the BSA remains unchanged, that is, Singapore can swap Singapore
dollars for up to US$3 billion or its equivalent in Japanese yen from Japan, and Japan
can swap Japanese yen for up to US$1 billion from Singapore.
